The Rapporteur of the National Assembly of the Democratic Republic of Congo (DRC) Jacques DJOLI, once again denounced the war of aggression to which the Country is the victim from its neighbor Rwanda and the passivity of the International Community.
This is expressed by Professor Jacques Djoli, during the work of the meeting of the Parliamentary Assembly of La Francophonie (APF) who ended this Friday, January 24, 2025, in Can Tho, in Vietnam. He represented the lower house of the parliament of the DRC at these meetings, after the decision of President Vital KAMERHE to interrupt his mission in VIETNAM to return to the country in order to closely monitor the security situation in the east of the DRC, alongside of the President of the Republic FélixTshisekedi, FARDC and other institutions in the country committed for the return of peace and security in the eastern part of the DRC.
“We are victims of the assault of a country which also claims to be French -speaking. So, how can we talk about peace at the international level, at the level of the French-speaking area, if a country which also has responsibilities within the governance of the French-speaking world accepts and ensures that it is attacking the Democratic Republic of the Congo and sent his troops? We insisted at the level of the French-speaking world that this element be taken into account.”, declared to the press, the Rapporteur of the National Assembly.
According to Professor DJOLI, the security crisis in the DRC was taken into account in the final report of the meeting, specifically in the point relating to the complex crises affecting the Francophone Space.
“We highlighted the specificity of the Congolese crisis which is an international conflict. It is not an internal conflict to talk about internal dialogue. It is true that at the internal level, we always have adjustments to make, but here it is first of all the recognition of the Francophonie that it is a crisis of an international nature, an assault. And above all, we highlighted the presence of Rwandan troops on Congolese soil, in violation of the fundamental principle of international law: respect for the sovereignty of the States. “, Haded the rapporteur of the National Assembly.
Professor Jacques Djoli denounced the silence of the international community which hides, according to him, behind pretexts of a presence of the FDLR and a collaboration (not proven) between these former Rwandan rebels and the Congolese government. Aware of the fact that the support of the Parliamentary Assembly of the Francophonie can only be part of a diplomatic approach, the Rapporteur of the National Assembly nevertheless recognized the need and the combined efforts at the level of the DRC in the framework of a solutionmilitary.
“It is true that the response to this crisis which is military is also a military response, but it is an answer which must be integrated into a holistic approach which understands both: the political dimension, the economic dimension; because against the background of this crisis, there is a willillegal exploitation of Congolese resources; there is also the cultural dimension and acceptance of others, taking into account the humanitarian dimension with more than 7 million displaced people.”, added Rapporteur JACQUES DJOLI
According to the representative of the National Assembly of the DRC at the APF meeting, it takes an immediate response to stop the hemorrhage and the hegemonic inclinations of Rwandan President Paul Kagame and his allies.
“Today, it is a duty of any citizen, starting with myself, from the whole Congolese nation, to demonstrate to the president of Rwanda and its allies that the Congo is a sovereign state which will ensure its integrity by all means, including the military way but also othersMechanisms, namely: the diplomatic way and the political path with the mobilization of the whole of the Congolese people. “, insisted Professor Jacques Djoli.
It should be noted that the Francophonie parliamentary assembly plans to send a facilitation mission to support the Luanda process. The mission will have to come into contact with all stakeholders whose Angolan facilitation, the Rwandan and Congolese authorities, with a view to a peaceful solution.
In the meantime, the participants in the work of CAN THO nevertheless recognized Rwanda’s desire to torpedo the combined efforts thus far within the framework of the Luanda peace process.
Several questions were discussed at the meeting of the office of the parliamentary assembly of La Francophonie which has looked much more like sustainable agriculture, food security and response to climate change.
And on the sidelines of CAN THO’s work, the delegation of the National Assembly of the DRC led by the rapporteur Jacques DJOLI spoke with officials of the Socialist Party. The exchanges revolved around bilateral relations through in particular questions relating to gender and empowerment of youth.
