DRC Kinshasa: National Assembly: National MPs adopt the Calendar of the ordinary session of March 2025

After the opening of the ordinary session of March 2025, aware of its role against the emergency room of the Republic, the National Assembly did not wait long to hold its first plenary on Friday March 21.

Two points were registered on the agenda of this plenary session chaired by the speaker of the lower room of the Parliament Vital Kamerhe.

It was in particular the adoption of the schedule of the ordinary session of March as well as the vote of the bill extending the state of siege in the provinces of North Kivu and Ituri.

In his communication, the president of the National Assembly, returned to the security situation which prevails in the eastern part of the Democratic Republic of Congo (DRC), caused by a war unjustly imposed on the DRC by Rwanda carpets behind its auxiliaries of the M23/AFC.

With tender and warm words, Professor Vital Kamerhe recalled to the population of the North and South Kivu, the first victim of this situation, as well as to the combat forces that the Republic entirely behind the Supreme Commander Félix-Antoine Tshisekedi Tshilombo,return of peace.

Let them know that we fully measure the sacrifices they consent every day to defend the fatherland and preserve its unity, “said the president of the National Assembly

After its adoption by the Conference of Presidents the same Friday in accordance with article 64 paragraph 4 of the internal assembly of the National Assembly, the project of the calendar of the March 2025 session was adopted by the Plenary Assembly.

This calendar has two major sections, namely non -legislative matters in total and legislative matters, including 5 legislative backwards as well as new materials.

Regarding non -legislative materials we note:

  • The validation of the powers of the new elected officials of Masimanimba and Yakoma as well as the alternates of those who have opted for other functions
  • The summary report of parliamentary vacation reports
  • Parliamentary control with written, oral questions and arrests
  • Examination of the annual report of activities of the Independent National Electoral Commission
  • Examination of the annual report of activities of the National Commission for Human Rights
  • Examination of the annual report of the activities of the Higher Audiovisual and Communication Council
  • Examination of the resolutions of the Superior Council of the Court of Account split in two. The report of the activities of the account court and then resolutions on promotions, retreats and others requiring a special commission
  • The reports of the permanent commissions, defense and security, external relations as well as economic and financial having worked during the parliamentary holidays.

In the section of legislative materials are:

  • Legislative arrears among others
  • The bills yet ratification of the order law number 24/002 of January 22, 2024, authorizing the ratification of the Convention of the African Union on prevention and the fight against terrorism
  • The law relating to regional planning referred to second reading by the Presidency of the Republic
  • The bill amending and supplementing law number 22069 of December 27, 2022 relating to the activity and control of credits establishments in the DRC
  • The bill establishing, organization and functioning of the national order of nutritionists and dieticians of the DRC
  • The bill modifying the decree of January 30, 1940 relating to the Congolese penal code especially the abolition of penal servitude and forced work
  • New materials have been adopted unanimously by national representation

With regard to the extension of the state of siege in a part of the country, the last point on the agenda of this plenary, it is the Deputy Minister of Justice and International Litigation Samuel Mbemba Kabuya who has on behalf of the government presented this text in order to request his vote by theplenary.

After debate and deliberation under the vigilant eye of the president of the National Assembly in view of the sensitivity of this security matter, the bill authorizing the state of siege in a part of the country was the majority voted by national deputies.
