Elected from the electoral district of Lubero, province of North Kivu, the national deputy Sosthène Maombi, tabled, Monday, June 9, 2025 to the office of the National Assembly a bill establishing, organization and functioning of the national order of veterinary technicians inDemocratic Republic of Congo.
“I just tabled my third bill. It deals with the creation, organization and functioning of the national order of veterinary technicians in the Democratic Republic of the Congo, “he circumscribed after having tabled his legislative initiative.
For the elected representative of the people, his proposal falls out, since Parliament works on food security and at the level of the environment commission, member deputies dissect the law on fishing and aquaculture. Soon, the commission office will submit the report for the work carried out in committee.
We even remember that a short time ago, the deputy Sosthène Maombi tabled the bill on farming in the DRC. All this framework with food security and as it is activities that must be practiced, it is necessary to reflect on the actor who will have to play a role in terms of production, supervision. It is therefore the agronomist, the veterinarian and the rural development technician. It is therefore in this context that the national deputy plans to organize the profession of veterinarian, and to break with a certain anarchy which reigns there.
This law makes production a pillar of food security and among the sectors involved in food security, there is fishing and aquaculture, the elected official of Lubero took care to reflect on the national order of veterinary technicians in the DRC.
This order will regulate the profession of veterinarian, through the Republic, with other skills that the law will recognize it. It is also an opportunity to regroup veterinary technicians who will be part of the order which, moreover, will be responsible for supervising them, and see to what extent to improve their service so that the population benefits effectively from their technicality.
Well-founded of a law
The initiator explains the merits of this law by the fact that, dealing with food and nutritional security in the Democratic Republic of Congo, the urgent need is to materialize it by the practice of its pillars, namely:
Access: These are the means of obtaining enough food. Food safety guarantees that food sources are at hand and that people have the tools and resources necessary to produce and buy food. It includes physical access (offer, location and adequate resources) and socioeconomic (socio-economic status, household finances and the price of goods).
Availability: concerns food supply. It includes specific questions related to the quantity, quality and variety of food sources. It has aspects of production and storage in trade and food aid.
Use: concerns food intake. This involves understanding nutritional values and food preparation.
Stability: The duration during which a person can have access to sufficient food.
This requires the organization of actors involved in the sectors involved in terms of agriculture, breeding, fishing and aquaculture. This usually uses technicians from these different, in particular agronomists, veterinarians, rural development technicians, etc.
Having complied with his initiative with the prescriptions of the Constitution and the legisics, Sosthene Maombi asks her colleagues deputies to appropriate this law to regulate good faith for all the professions of veterinary technician which is essential in the supervision of producers inBreeding, fish farming, aquaculture.
