This is what the director general of Agency General Special Economic Zone says this Friday, April 14, 2025, during the celebration of the 10th anniversary of the creation of a special economic zone; under the theme “implementation of special economic zones in the DRC and perspectives” in the presence of the oldMinisters of Industry and several directors general of companies in special economic zones, and political authorities.
To this end, Azes was created by decree 15/007 of April 14, 2015 as modified to date. Its mission is to ensure promotion, administration, regularization, control as well as monitoring activities relating to the development and management of ZES in the DRC.
The DG of ZES presented a 10 -year assessment of its company: the deployment of the legal framework of ZES; the development of the institutional framework of ZES; The Meetings challenges: the business climate in general in the DRC which does not appeal to foreign investors; the lack of resources forConduct the studies of opportunities, pre -chartability and feasibility necessary for the implementation of ZES projects; the modicity and non -liberation of budgetary credits provided for the financing of ZES activities; infrastructure deficit as well as thecommunication ; The difficulties of access to the land to implement the projects of the ZES, especially if the initiative comes from the State, from which the problem of the expropriation which must be confronted.
The perspectives: after 10 years of existence, Azes has a solid base to continue its expansion and attract national and foreign investments, thus making the DRC the industrial hub of Africa, which will allow the country to take advantage of the existence of the Zelcaf.
The DRC will thus be able to regain its letters of nobility in the industrialization of Africa.
To achieve this, the following aspects should be considered to allow ZES to better play their role as an industrialization tool of the DRC: – the anchoring of Zes;
– The availability of substantial financial resources
-Availability of land to allow the implementation of ZES projects on secure land.
To date, Azes have a dozen zes projects, 6 of which have been started their activities, namely: – Zes de Maluku;
– zes of kin- malebo;
– zes of kiswishi;
– Zes of Kiserere;
– Musubu zes;
– Muselele zes.
