This was announced by the Minister of Industry, Julien Paluku, on the sidelines of a ceremony held at the headquarters of the organization in Geneva this Friday, July 11, 2025 in his X account by officially depositing the instruments of ratification of two historic agreements of the World Organization of the World Organization ofTrade (WTO) “

To this end, Dele Minister of Foreign Commerce of the DRC Julien Paluku presented to the general management of the WTO the instruments of acceptance of the protocol bearing amendment of the Marrakech agreement, instituting the WTO; These documents initiated by M. Paluku and signed by his colleague of Foreign Affairs, concern two key instruments: the agreement on fishing subsidies and the agreement on the facilitation of exchanges (AFE).

“This is a great victory for the President of the Republic who instructed the Suminwa government to regularize our country’s relationships with all international organizations,” said Julien Paluku, welcoming a significant diplomatic and economic advance for the DRC.

The director general of the WTO, Ms. Ngozi Okonjo-Iweala, received the instruments in person, in the presence in particular of the Congolese ambassador to the UN in Geneva, H.E. Paul Empole Losoko Efambe, and the Secretary General for Foreign Trade, Mr. Jules Muilu. On this occasion, an honorary plaque was given to the Congolese delegation, symbolizing the country’s commitment to the multilateral trading system.

For the WTO, the ratification of the 1st agreement (on fishing) won Africa 14 billion USD lost annually by the illegal exploitation of our maritime fauna while the 2nd (AFE) allows the DRC to simplify all the import-export and transit procedures, the reduction ofcosts and delays relating to it by accelerating the fluidity of goods.

The Local orders relating to these agreements had been promulgated by the President of the Republic and published in the Official Journal of the DRC the day before, July 10, 2025.
